Different Perforce Users for Agents and Coordinator

Horde uses Perforce both to pull down builds and to submit successful preflights. The submission process requires that Horde impersonate the user who owns the changelist. This impersonation requires a Perforce user with “super” permissions. Ideally, this access should be granted in the most limited way possible so we’ve added the ability to configure two different Perforce users - one for the agents which can have limited read-only access and another for the coordinator.
